Painting over my paneling, please help..?

We are remodeling our home and turning the living area into the dining area. this room has wood paneling. I would like to paint over it and have read a lot of answers about this on YA, I just have a few more that I am not clear on, can someone please clarify for me..

1. If I wash with TSP, do I also need to sand (Or use liquidsand)?

2. Do I still need to sand if I use a primer.

3. I will use KILZ primer - do I also need to use an oil based paint since KILZ is oil based.

4. what is the best type of paint, acrylic, gloss, flat, latex...

5. Color - I want to use bright colors to make the room look larger (I like the beige colors), I also want to install chair railing around the room and paint under the railing a bit darker than the top, is this a good idea or do I need to leave the colors the same? and what are two good colors to choose.

6. how many coats of primer and paint do I need?

Tsp is a good cleaner but. you will need to make sure you rinse the wood thoroughly/Sanding before priming is not required but you may want to lightly after the Kiltz dries. you can have the kiltz half tinted to the final color. any good grade of paint will work but I recommend Sherwin Williams Classic 99 series of paint and in a satin finish
