How do I stop my cat from peeing on things?

I have had my cat for about five years now, however over the last month or so, he has started peeing on anything fabric that lands on my dining room floor. At first I thought he was getting possessive of me because he peeing on things that were mine; my gym bag, jacket, etc, but now anything that falls onto the floor, gets it!! Thankfully, it has only been limited to things in the dining room, however the dining room is the first room you walk into in my house and where everything gets left. However, not ANYTHING that falls on the floor such as chair pads, beach bags...anything fabric, gets marked. Trust me, we are not slobs and don't have things just cluttering the floor, I'm talking anything that accidently falls to the floor. He has been neutered a long time ago by the agency I adopted him from. I have tried rubbing his face it, flicking him in the nose and spraying him with water, but nothing works. There is nothing I can spray with any kind of repellant as it is articles of fabric, not a specific spot...HELP!!!

Determine if the litter pan is obstructed by objects and or needs to be cleaned.

Have you swapped cat litter brands, or perhaps replace the litter bin with a newer one that may be rather strange to the kitty.

Consider things that changed before the cat started doing this.

Try moving the litter box to the dining room. also, try spaying things with Citrus Miracle, a non toxic orange scented spray cleaner. if it persists you may need to take the cat to a veterinarian.
